On 23 July 2025, Order PJC/780/2025 was published in the Official State Gazette (BOE), amending the annexes to the General Vehicle Regulations. This regulation introduces significant changes to the maximum authorised mass (MAM) and dimensions of road transport vehicles, with a direct impact on the sector.
Key dates of entry into force:
- 24 July 2025: General entry into force of the amendments to height and other provisions, except those relating to the MAM.
- 23 October 2025: The new MAM limit of 44 tonnes comes into force for all vehicles except tankers.
- 23 January 2026: The new limit will apply to tankers.
What changes does the new regulation introduce?
- Increase in GVW: This is raised from 40 to 44 tonnes for vehicle combinations (tractor + semi-trailer) with five or more axles used for goods transport.
Which vehicles are eligible to travel with 44 tonnes?
- Those whose technical specifications indicate a GVW of at least 9,000 kg per axle (section F.1.1).
- Vehicles with technical specifications of 8,000 kg per axle, but which have been modified and approved to comply with the new requirements.
What procedures must be carried out?
- Vehicles that meet the requirements must pass an MOT test from 23 October 2025 onwards so that the new maximum authorised mass of 44 tonnes is reflected on their technical card.
- Vehicles that do not meet the technical requirements must undergo a technical modification and then an extraordinary MOT test to update the documentation.
Objectives of the measure:
- To reduce the shortage of drivers by allowing more cargo to be transported in fewer journeys.
- To contribute to the decarbonisation of transport by reducing CO₂ emissions per tonne transported.
