New regulations for ADR tanks: Royal Decree 186/2026 strengthens technical control and traceability

The publication in the Official State Gazette (BOE) of Royal Decree 186/2026, of 11 March, represents an important step in updating the regulatory framework applicable to dangerous goods tanks, by amending Royal Decree 948/2003, of 18 July. This regulation already governed the minimum conditions for facilities for the internal cleaning, degassing, depressurisation, repair and modification of tanks.

According to the information provided, the new regulation will come into force on 1 July 2026 and will strengthen technical control, the traceability of interventions and alignment with current ADR regulations.

What does this mean for tank operators and owners?

From now on, actions on a tank are more clearly differentiated between repair, alteration and modification, and this classification is not insignificant: it determines which procedure must be followed, which controls are necessary and, in certain cases, who can carry out the intervention.

This means that not all actions can be addressed in the same way or in any workshop. Some interventions that could previously be perceived as simple repair work now require greater technical evaluation, documentary verification and, in certain modifications, the direct participation of the manufacturer or a manufacturer with approval of the same type of construction, according to the scheme described in the text you share.
